Charter schools serving fewer than 150 students with 100 percent of enrollment eligible for special education services may request accelerated cash flow aid payments from the commissioner of education.

The commissioner must approve properly submitted requests within 30 days and accelerate the school's state aid payments according to the requested schedule.

Special education aid payments to all other school districts and charter schools are delayed proportionally to offset the accelerated payments and maintain unchanged overall aid payment savings for any fiscal year.

The provision becomes effective the day following final enactment and applies to all school district or charter school payments made on or after that date.
