Establishes an advisory task force on school desegregation and integration to develop recommendations and proposed legislation for amending Minnesota's school desegregation rule and integration revenue allocation under Minnesota Statutes section 124D.86.

Task force composition includes the Commissioner of Education, one member each from the Minnesota Indian Affairs Council, Council on Asian-Pacific Minnesotans, Council on Black Minnesotans, and Chicano Latino Affairs Council, plus three public members appointed by the House Speaker and three appointed by the Senate Rules Committee, all with geographic distribution consideration.

Task force members must be appointed by July 1, 2010, with the first meeting convened by September 15, 2010; members serve without compensation or expense reimbursement and must meet at least monthly.

Task force shall develop recommendations addressing integrated learning environments, changing student demographics, cultural proficiency training, school choice law impacts, and financial resources for staff development and collaborative initiatives.

Task force must submit a final report with proposed legislation to legislative education policy and finance committee chairs and ranking minority members by February 1, 2011, and expires on that date or upon report submission, whichever is sooner.
