Authorizes the Metropolitan Council to award transit vehicle contracts based on best value rather than lowest price under request for proposals procedures.

Defines "transit vehicles" as buses and coaches, commuter rail locomotives and coach cars, light rail vehicles, and paratransit vehicles used for transit and special transportation services.

Requires price to be included as one evaluation criterion while allowing other criteria such as environmental considerations, quality, and vendor performance to be considered.

Mandates that solicitation documents specify the relative importance of price and other evaluation factors when criteria beyond price are used.

Applies retroactively from September 1, 2009, to eligible procurements in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties where the Metropolitan Council issues compliant requests for proposals.
