Transfers driver's license revocation and motor vehicle plate impoundment review hearings from district court to the Office of Administrative Hearings, effective January 1, 2011.

Establishes a $310 filing fee charged by the Office of Administrative Hearings for petitions seeking administrative review of license revocation, vehicle impoundment, or combined review, with fees deposited to the state general fund.

Requires review petitions to be filed within 30 days of receiving notice of revocation or impoundment, with hearings to be held within 60 days and decisions issued within 14 days of the hearing.

Limits prehearing discovery to the notice of revocation, test records or certificates of analysis, officer documentation, and potential witness information; additional discovery requires approval from the administrative law judge.

Authorizes the Office of Administrative Hearings to adopt rules implementing the new procedures, including provisions for regional office hearings, teleconferencing, and qualified hearing officers.
