Authorizes the Minnesota Office of Higher Education to match student enrollment data with financial aid data to audit or evaluate federal or state education programs, without permitting personal identification of students or parents by unauthorized individuals.

Establishes new institution eligibility requirements under section 136A.103, requiring private institutions to participate in the federal Pell Grant program by July 1, 2010, or obtain student disclosure forms stating non-participation; institutions changing ownership must comply within three years or lose eligibility.

Creates awarding procedures for scholarships by ranking complete applications by completion date and receipt date, making awards until appropriation is expended, and placing remaining applicants on a waiting list.

Modifies the Achieve Scholarship program to define "qualifying program" based on office consultation with the Department of Education, waive foreign language requirements for non-English first language students, and establish complete application requirements including scholarship application and program documentation.

Requires schools to refund tuition, fees, and charges within 30 days of receiving written notification from the Office of Higher Education if a contract is deemed unenforceable; grants the office power to negotiate interstate reciprocity agreements and issue conditional registration for periods under one year.
