Amends Minnesota Statutes section 116U.25 to modify the Explore Minnesota Tourism Council membership from four regional representatives to one representative from each of the four tourism marketing regions of the state.

Maintains the council composition of up to 28 voting members appointed by the governor for four-year terms, including the Explore Minnesota Tourism director as chair, eleven statewide association representatives, six tourism business representatives, four legislators, and ex officio nonvoting members.

Allows the council to conduct meetings by telephone or other electronic means if compliance with in-person meeting requirements is impractical, provided all members can hear discussions and at least one member is physically present at the regular meeting location.

Requires all votes conducted by electronic means to be conducted by roll call so each member's vote can be identified and recorded.

Specifies that council members participating remotely are counted for quorum purposes and allows the public to monitor meetings electronically from remote locations, with the council potentially charging documented marginal costs.
