Imposes strict contribution limits on participating candidates of $100 maximum from individuals and $0 from political committees, lobbyists, and political funds; nonparticipating candidates face reduced limits of $500-$2,000 depending on office.

Requires electronic filing and publication of campaign finance reports when contributions or expenditures exceed $5,000 annually, with 48-hour notice required for independent expenditures over $100-$500 depending on office level.

Increases political contribution tax refund from $50 to $100 per individual ($100 to $200 for married couples); establishes public subsidies for candidates, political parties, and legislative caucuses who sign spending limit agreements; creates matching fund provisions responding to excess spending and independent expenditures.
