Expands the definition of "principal" to include political subdivisions and public higher education systems that spend more than $500 to engage a lobbyist or $50,000 on influence efforts annually.

Requires lobbyists to report unitemized total income from principals for lobbying activities rounded to the nearest $10,000, including salary and administrative expenses.

Modifies lobbyist principal reporting requirements to separately report total amounts spent to influence legislative action, administrative action, and metropolitan governmental unit actions, rounded to the nearest $20,000.

Adds new reporting requirement for lobbyists to disclose the amount and date of each contribution given to party organizations within a house of the legislature.
