Changes pesticide dealer license late renewal fees from $20 to 50 percent of the $150 application fee for both pesticide dealers and agricultural pesticide dealers.

Modifies pesticide control requirements by allowing persons (not just private applicators) to purchase restricted use pesticides with a license card or certified private applicator card.

Authorizes the commissioner to waive food handler facility floor plan review fees for facilities that are not primarily engaged in food sales and only sell prepackaged foods.

Modifies bovine tuberculosis control zone provisions by changing board authority from "has the authority to" to "may" establish zones and control measures for cattle, bison, goats, and farmed cervidae.

Repeals the native grasses and wildflower seed production and incentive program (Minnesota Statutes 2008, section 17.231) and adds extensive definitions authorizing certain nonprofit corporations to own agricultural land under specified conditions.
