Expands medical assistance coverage for special education services provided through individualized education plans without prior authorization requirements and establishes cost-based payment rates through Minnesota Department of Education data systems.

Authorizes demonstration projects for community-based health care coverage programs in Carlton, Cook, Lake, and St. Louis Counties with no financial liability to the state.

Extends medical assistance eligibility for pregnant women and infants under one year to 275 percent of federal poverty guidelines with earned income deductions and continuous coverage until first birthday.

Establishes long-term care partnership program allowing exchange of existing long-term care insurance policies to qualify as partnership policies under federal Deficit Reduction Act requirements.

Modifies dental benefits for nonpregnant adults, establishes formulary committee structure with four physicians and three pharmacists, sets preferred drug list implementation, and adjusts income standards for medical assistance and general assistance medical care eligibility with minimum floors at July 1, 2009 levels.
