Appropriates $250,000 in fiscal year 2011 to the University of Minnesota's Center for Transportation Studies to conduct a comprehensive study on motor fuel use for nonhighway purposes including motorboats, snowmobiles, all-terrain vehicles, off-highway motorcycles, off-road vehicles, and forest road vehicles.

Funding is drawn proportionally from six specified accounts based on gasoline fuel tax revenue received in fiscal year 2010: water recreation account, snowmobile trails and enforcement account, all-terrain vehicle account, off-highway motorcycle account, off-road vehicle account, and state forest road account.

Study must develop an objective methodology to estimate motor fuel use for each nonhighway purpose and identify fuel use by location type, including public locales and private land.

Study must evaluate costs incurred for public locales due to nonhighway vehicle use and provide policy options for changes to motor fuel use attribution under Minnesota Statutes section 296A.18.

Center for Transportation Studies must submit report to legislative committees with jurisdiction over transportation policy and finance and environment and natural resources policy and finance by February 1, 2011.
