Increases the age threshold for license-free fishing from under 16 to under 18 years old, effective March 1, 2011.

Increases resident fishing license fees effective March 1, 2011, with further increases on March 1, 2015: single angling license rises from $17 to $21 (then to $25), married couple combined license from $25 to $31 (then to $37), and 24-hour license from $8.50 to $9.

Decreases resident spearing from dark house license from $17 to $10 and maintains it at $10 after March 1, 2015.

Increases nonresident fishing license fees effective March 1, 2011, with a $2 surcharge added to most nonresident licenses, and reduces nonresident spearing from dark house license from $37.50 to $20.

Increases Minnesota sporting license fees and game and fish license issuing fees effective March 1, 2011, with at least 10 percent of additional resident license fee revenue designated for fish stocking programs.
