Establishes a large solar electric generating plant demonstration project consisting of solar photovoltaic arrays with capacity up to two megawatts located on a closed landfill in Olmsted County owned by the Minnesota Pollution Control Agency.

Allows cooperative electric associations to count purchases of electric energy from the project toward either their energy-savings goal or their energy objective/standard under section 216B.1691, but not both.

Permits cooperative electric associations to include project purchases in their conservation plans with cost-effectiveness determined by a different standard than other energy conservation improvements if the commissioner determines it is in the public interest to encourage solar energy.

Allows kilowatt hours of solar energy purchased to count for up to 33 percent of a one percent savings goal or up to 22 percent of a 1.5 percent savings goal under the energy-savings subdivision.

Prohibits expenditures made by cooperative associations for energy purchases from the project from being used to meet revenue expenditure requirements.
