Creates the Sunset Advisory Commission with 12 members (6 legislators, 6 public members with business/finance expertise) appointed by the governor to review and evaluate state agencies.

Establishes a systematic sunset review process where agencies are organized into six groups with expiration dates ranging from June 30, 2011 through June 30, 2021, unless the legislature votes to continue them for up to 12 years.

Commission reviews agencies based on 12 criteria including efficiency, mission achievement, duplication of services, compliance with laws, and federal funding impacts; provides written findings and recommendations to legislature.

Requires agencies scheduled for review to submit reports on their operations, budgets, and advisory committees; commission conducts public hearings before January 1 of review year.

When an agency is abolished, it has one year to conclude business; unobligated appropriations lapse, dedicated funds transfer to general fund, and records transfer to the commissioner of administration unless the governor designates another agency.
