Establishes a 19-member Minnesota Family and Consumer Sciences Education Leadership Council with representatives from universities, state colleges, education associations, FCCLA organizations, and legislative committees.

Council must develop recommendations on family and consumer sciences education programs, establish grant programs for secondary and postsecondary programs, and coordinate education policy across institutions.

Council responsibilities include identifying educator needs, connecting the business sector with education systems, developing sustainability and financial management models, and providing professional development opportunities.

Council must file annual reports by March 1 to the senate and house K-12 Education Policy Committees; council members elected annually serve as chair and cochair.

Appropriates $75,000 from the general fund in fiscal year 2010 to the commissioner of education; council expires June 30, 2016.
