Amends Minnesota Statutes section 126C.40 to modify lease purchase agreement provisions, including changes effective for taxes payable in 2011 and later for districts in the "Technology and Information Education Systems" data processing joint board with a $632,000 annual levy limit.

Allows Independent School District No. 284, Wayzata and Independent School District No. 2134, United South Central to participate in the alternative facilities revenue program under Minnesota Statutes section 123B.59 for financing school facilities, effective for fiscal year 2013 and later.

Permits eight specific school districts to permanently transfer funds on June 30, 2010 from designated accounts to undesignated general fund balance without levy reduction, including: Aitkin ($70,000), Anoka-Hennepin ($400,000), Elk River ($500,000), Hayfield ($75,000), Kenyon-Wanamingo ($55,000), Madelia ($350,000), Rochester ($400,000), and St. Louis Park ($225,000).

Requires St. Louis Park's transferred funds to be used for costs associated with closing Cedar Manor Elementary School, including moving and storage expenses.
