• Amends Minnesota Statutes 2009 Supplement, section 190.19, subdivision 2a to expand eligible uses of the Minnesota "Support Our Troops" account

• Authorizes the Department of Veterans Affairs to use funds for grants to veterans service organizations

• Permits funding for outreach to underserved veterans and provision of services and programs for veterans and their families

• Allows transfers from the account to the vehicle services account for Gold Star license plates under section 168.1253
