Prohibits incumbent state unclassified service employees from being appointed to classified service positions before January 1, 2011, if the classified position was transferred from unclassified status after this section's effective date.

Requires the Commissioner of Management and Budget to report to the Legislative Coordinating Commission on any appointment of a person to classified service before January 1, 2011, if that person previously served in the unclassified executive branch service.

Reports must be submitted within ten days of each appointment and include the appointee's name, former position, and new position.

Effective immediately upon final enactment.
