School districts may establish "targeted service" as a new type of alternative learning program serving students in kindergarten through grade 8, administered by licensed teachers.

Districts may establish area learning centers, alternative learning programs, contract alternatives, or targeted services in accordance with state law sections 124D.68 and 124D.69.

Commissioner of education must convene a workgroup to identify or develop performance measures for alternative programs, including credits earned, grade promotion, postsecondary enrollment, and job attainment or retention.

Workgroup must also evaluate nontraditional performance measures such as student hope and self-esteem, and recommend methods for highlighting best practices among high-performing alternative programs.

Workgroup must submit recommendations to the commissioner by December 15, 2010, with the commissioner providing the report to legislative committee chairs and ranking minority members by February 15, 2011.
