Authorizes the Minnesota State Council on Disability, Minnesota Consortium for Citizens with Disabilities, and Arc of Minnesota to submit annual reports by January 15 of each year beginning in 2012 to relevant legislative committee chairs and ranking minority members.

Required report must describe existing state policies and goals for disability services programs including employment, transportation, housing, education, quality assurance, consumer direction, physical and programmatic access, and health.

Report must include data and measurements to assess the extent to which stated policies and goals are being met.

Commissioner of Human Services and commissioners of other state agencies administering disability programs must cooperate with the three organizations and provide existing published information and reports to assist in report preparation.
