Amends Minnesota Statutes 2008, section 471.59, subdivision 10, regarding joint powers agreements between governmental units.

Requires negotiations to take place between an exclusive representative and employer when a joint powers agreement eliminates or replaces a public employee covered by a collective bargaining agreement.

Applies only when the collective bargaining agreement contains no existing provision detailing the effects of job elimination or restructuring on the affected employee.

Negotiations must address the effects to the employee resulting from job elimination or restructuring caused by the joint powers agreement.
