Establishes fee schedule for three-year cosmetology licenses including initial and renewal fees for cosmetologists, manicurists, estheticians ($130 initial/$75 renewal), instructors and managers ($160 initial/$105 renewal), salons ($230 initial/$150 renewal), and schools ($2,500 initial/$2,000 renewal)

Separates fee disposition by directing all application fees to a dedicated Board of Cosmetology Examiners account (automatically appropriated to the board) while other fees go to the general fund

Removes the $150 school original application fee from administrative fees and eliminates the number designation for school original application in the fee structure

Requires the Board of Cosmetology Examiners to phase in license expiration date changes by January 1, 2014, so individual licenses expire on the last day of the licensee's birth month and salon licenses expire on the last day of the month of initial licensure

Authorizes the Board of Cosmetology Examiners to amend Minnesota Rules parts 2105.0200 and 2105.0330 using a good cause exemption to implement the new license expiration date requirements
