Authorizes Minnesota to issue special Highway 14 license plates with the inscription "SUPPORT HIGHWAY 14" designed in consultation with the U.S. Highway 14 Partnership.

Requires applicants to meet standard registration requirements and make an additional one-time contribution of at least $30 to obtain the special plates.

Creates a Trunk Highway 14 account in the special revenue fund to receive contributions; funds first cover start-up costs for plate development and issuance, then remaining funds are appropriated to the Commissioner of Transportation.

Restricts appropriated funds to construction or reconstruction of Legislative Route No. 7 (Trunk Highway 14) as a freeway with at least two lanes of traffic in each direction.

Establishes uniform requirements for all special plates including eligibility criteria, $5 transfer fees between vehicles, mandatory removal upon ineligibility, and requires the commissioner to submit annual reports on special plate issuance and fund usage to legislative committees.
