• Prohibits postsecondary institutions from advertising, recruiting, or soliciting secondary pupils to enroll in programs on financial grounds.

• Prevents postsecondary institutions from enrolling secondary pupils in remedial, developmental, or non-college-level courses under the postsecondary enrollment options program.

• Allows postsecondary institutions to bill pupils for textbooks and equipment not promptly returned after course completion, with revenue retained by the providing institution.

• Requires that once a secondary pupil is enrolled in a postsecondary course, the pupil cannot be displaced by another student.

• Effective date of July 1, 2010 for textbook/materials billing provisions and college/university participation requirements.
