Schools must follow specifications for purchasing and using environmentally sensitive cleaning and maintenance products by September 1, 2010, with allowance to deplete existing product supplies purchased before that date.

Commissioner of education must establish guidelines and specifications by January 1, 2010, reviewing standards from New York state, the U.S. Environmental Protection Agency, and the Federal Environmental Executive.

Task force composed of representatives from education, administration, health, natural resources, pollution control, labor and industry departments, plus two members each from the cleaning product industry, environmental advocacy groups, and school superintendents.

Commissioner must distribute guidelines and specifications to all schools and post on agency website, with annual reviews and updates beginning January 1, 2011.

Guidelines and specifications are exempt from formal rulemaking provisions but remain in effect until repealed or superseded by other law or rule.
