Extends the filing deadline for mercury emissions reduction plans at wet scrubbed units from July 1, 2011 to July 1, 2015, and implementation deadline from December 31, 2014 to December 31, 2018

Requires utilities to submit annual reports assessing impacts of anticipated federal air pollution laws on coal-fired power plants and evaluating potential responses including equipment installation, pollution allowances, or plant retirement/repowering

Directs utilities to consult with the Pollution Control Agency, Department of Commerce, and stakeholders to determine which federal laws to assess and the scope of impact analysis
