Modifies the Children and Community Services Act to allow service plan reviews and updates when either the state or the county deems it necessary, rather than requiring mutual agreement.

Changes the service plan submission requirement from January 1, 2004 and every two years thereafter to a new baseline of 2010, with subsequent submissions every two years.

Moves the preliminary service plan submission deadline from October 15, 2003 and every two years thereafter to October 15, 2009 as the new baseline date.

Limits the commissioner's authority to order county service plan revisions to no more than once every two years based on performance data reviews.

Establishes biennial service plan requirements for counties to receive funds under the Children and Community Services Act, with counties allowed to submit multicounty or regional plans.
