Reduces the reporting threshold for individual contracts from $50,000 to $25,000 for completion reports submitted by agency heads within 30 days of contract finalization.

Requires the commissioner to make completion reports publicly available online and submit copies to the Legislative Reference Library.

Requires each completion report to include contract purpose, amount spent, and written performance evaluation assessing contractor timeliness, quality, cost, and overall performance against contract terms.

For contracts awarded as single-source without competitive solicitation, agencies must explain in their report why only one source was available for the services.

Takes effect July 1, 2011, and applies to all contracts completed on or after that date.
