• Makes supplemental appropriations and reductions across multiple state agencies to comply with the Commissioner of Management and Budget's unallotment actions begun in July 2009, with total reductions of $985,000 (agriculture), $100,154,000 (higher education), $494,000 (energy), and $206,271,000 (health and human services).

• Reduces higher education funding by $100 million total, including $50 million each to Minnesota State Colleges and Universities and University of Minnesota, with operations and maintenance bases reduced by $46.4 million annually through fiscal year 2013.

• Implements policy changes to school district levy recognition (changing percentages for revenue recognition), medical assistance programs (reducing payment rates for physicians and basic care services), and property tax credits (reducing rent-to-property-tax conversion percentages from 19% to 15%).
