Amends Minnesota Statutes section 168.012, subdivision 1, to clarify exemptions for certain vehicles from displaying license plates and registration requirements.

Vehicles owned by federal government, state, or political subdivisions; fire apparatuses; police patrols; and ambulances with unmistakable general appearance are not required to register or display number plates if owned or leased by state or political subdivisions.

Removes the word "municipal" from the provision regarding federally-owned vehicles and clarifies that ambulances exempt from plate display requirements must be owned or leased by the state or political subdivision.

Requires all other exempt motor vehicles to display tax-exempt number plates with the owning organization's name plainly displayed on both sides of the vehicle, except removable plates may be used on leased or loaned vehicles.

Adds vehicles owned by commercial driving schools and their employees used exclusively for driver education and training to the list of tax and fee exempt vehicles.
