Prohibits adoption of redistricting plans for legislature or political subdivisions until the U.S. Bureau of Census publishes a table of group quarters population counts for each state and federal correctional facility in Minnesota according to the decennial census.

Requires the Legislative Coordinating Commission to remove incarcerated persons from census block population counts if the federal census data includes them at their facility location.

Mandates posting of revised population counts excluding incarcerated persons on the Legislative Coordinating Commission's website within seven days after Census Bureau publishes group quarters data.

Requires the legislature to use revised population counts when drawing legislative districts and requires political subdivisions to use them when drawing city wards and other local government election districts.

Effective January 1, 2011, and applies to redistricting plans based on the 2010 federal decennial census and thereafter.
