Minnesota Office of Higher Education must notify legislative committee chairs with jurisdiction over higher education finance of any proposed material changes to grant or financial aid program administration under sections 136A.095 to 136A.128.

Office of Higher Education may transfer unencumbered balances between appropriations for state grants, interstate tuition reciprocity, child care grants, Indian scholarships, state work-study, achieve scholarships, public safety officers' survivors, and Minnesota college savings plan.

Transfers from state grant, child care, or state work-study appropriations may only occur if there is a projected surplus in that appropriation.

Prior written notice to senate and house higher education finance committee chairs is required before any transfer can be made.

The transfer authority amendment becomes effective the day following final enactment.
