Modifies criminal penalties for invasive species violations, establishing gross misdemeanor penalties for importing, purchasing, selling, or propagating prohibited invasive species, and for refusing to obey officer orders to remove invasive species from watercraft or equipment.

Adds the Enforcement Division of the Department of Natural Resources to the definition of "law enforcement agency" for purposes of the Comprehensive Incident-Based Reporting System (CIBRS) located in the Department of Public Safety.

Authorizes licensed peace officers to use firearm silencers for tactical emergency response operations including high-risk search and arrest warrants, terrorism incidents, and hostage rescue, contingent on written policy approval by agency leadership.

Permits Department of Natural Resources enforcement officers, wildlife area managers, and designated employees to use firearm silencers for wildlife control operations requiring stealth until July 1, 2011, subject to commissioner approval and strict controls including a maximum of ten silencing devices and direct custody requirements.
