Amends Minnesota Statutes to require that detailed capital budgets for capital projects meet requirements under the new section 174.93, subdivision 2.

Establishes new requirements for state assistance requests, including information on project ownership, public purpose, local/private funding sources, bondable activities, state operating subsidies, governing body resolutions, and predesign completion status.

Creates section 174.93 defining "guideway" as transportation services on exclusive or controlled rights-of-way including intercity passenger rail, commuter rail, light rail transit, streetcars, and bus rapid transit.

Requires state agencies and local units of government requesting state funds for guideway projects to provide a summary financial plan detailing capital expenditures and annual operations and maintenance expenditures with breakdowns by committed and proposed funding sources.

Mandates the Commissioner of Transportation to submit a biennial report by November 15 of odd-numbered years to legislative committees detailing status, timelines, financial plans, and a systemwide 20-year capacity analysis for all guideway projects in study, planning, development, or construction.
