Allows commissioners and local authorities to establish reduced speed limits in highway work zones without requiring an engineering and traffic investigation.

Sets minimum work zone speed limit at 20 miles per hour and maximum at 40 miles per hour, with reductions not exceeding 15 miles per hour from established limits.

Permits speed limits up to 55 miles per hour on divided highways and up to 40 miles per hour on two-lane highways with posted speeds of 60 miles per hour or greater.

Defines "highway work zone" as a highway or street segment where construction, reconstruction, or maintenance is occurring with workers present, including work on utilities and adjacent features.

Imposes an additional surcharge equal to the traffic fine (minimum $25) for violating work zone speed limits or other provisions of this section.
