Authorizes two or more contiguous counties to jointly propose a home rule charter commission by adoption of resolutions in each county board.

Establishes a 21-member charter commission per county (7 members each from county commissioners' nominations by district, 6 members from joint legislative delegations nominated without district restriction) appointed by chief judge within 30 days of resolution adoption.

Charter commission must hold at least one public hearing per county commissioner district, deliver a final report signed by majority of members, and may recommend a proposed charter or determine current government structure is adequate.

Proposed charter may establish any form of government consistent with Minnesota Constitution, provide for establishment and administration of county departments, abolish or consolidate agencies, and cannot apply to personnel matters governed by law.

County board submits proposed charter to voters at general election; charter is adopted if majority votes in favor and takes effect two years after election.
