Allows prosecutors to seek court orders requiring offenders whose sentence or supervision has expired to provide DNA specimens if they were not previously ordered to do so.

Requires prosecuting authority to provide court with affidavit identifying the offender, their offense, conviction date, and confirmation that no DNA specimen exists in the Bureau of Criminal Apprehension database.

Offender must be served an order to show cause and given 30 days to appear in court or voluntarily provide the specimen at a designated location.

Court may issue an order requiring specimen submission within 30 days at a designated location if offender fails to appear or provide specimen.

Authorizes peace officers to detain and bring offender before court if they fail or refuse to comply with the DNA collection order.
