Requires dental laboratories to obtain prescriptions from licensed dentists for all work and prohibits laboratories from diagnosing or creating treatment plans; allows prescriptions and work orders to be handwritten, faxed, or sent electronically with electronic signatures.

Mandates dental laboratories disclose complete material content of prescribed restorations to dentists within seven days and provide certification of country of origin and laboratory identification for any work performed outside a dentist's office.

Requires continuing education of eight hours biennially for each dental technician, covering laboratory techniques, materials, infection control, and oral health subjects, with documentation submitted via sworn affidavit upon registration renewal.

Applies all regulatory requirements to in-office dental laboratories located within dental practices, including dental technicians employed by those practices.
