Amends Laws 2008, chapter 152, article 2, section 3, subdivision 2 regarding State Road Construction appropriations of $1,717,694,000

Establishes appropriations of $417,694,000 for fiscal year 2009, $500,000,000 for fiscal year 2010, and $100,000,000 annually for fiscal years 2011-2018

Directs $40,000,000 in fiscal year 2009 for trunk highway interchange construction promoting economic development and traffic safety, allocated 50 percent to metropolitan district and 50 percent to greater Minnesota

Requires $300,000,000 annually in fiscal years 2009 and 2010 for bridge improvement projects and at least $50,000,000 total for transit facility improvements on or adjacent to trunk highways

Specifies that bond authorization start date counts as the first day of the fiscal year when bonds are issued, rather than the date of enactment
