Expands the small city energy efficiency grant program to include commercial buildings alongside residential properties in rural cities under 4,000 population served by Minnesota Power.

Requires $1 match from non-stimulus sources for every $4 in stimulus funds granted, with funds available only to the extent matching funds are secured.

Program must include basic energy conservation measures, comprehensive energy conservation measures with retrofits and appliance upgrades, a revolving loan fund plan for sustainability, and innovative financing options allowing residents and businesses to finance improvements using energy savings.

Cities must submit reports to the commissioner and relevant legislative committee chairs measuring program effectiveness and energy savings by October 30, 2010.

Takes effect the day following final enactment.
