Municipalities must verify lead certification qualifications of residential building contractors, residential remodelers, manufactured home installers, and residential roofers when issuing permits for renovations on residential property constructed prior to 1978.

Licensed contractors performing renovations as defined by federal regulations (40 CFR 745.83) on pre-1978 residential structures must be certified in accordance with federal standards (40 CFR 745.89), unless the property meets an exemption under 40 CFR 745.82.

Contractors must provide proof of certification to the commissioner before performing renovations on pre-1978 structures.

The Department of Labor and Industry must provide a link on its website to the U.S. Environmental Protection Agency website for verification of contractor certification.

Municipalities may charge a surcharge for verification of lead certification under existing surcharge authority.

All provisions are effective February 1, 2011.
