Amends Minnesota Statutes 2008, section 124D.141, subdivision 2 to add duties to the State Advisory Council on Early Childhood Education and Care.

Council must make recommendations on leveraging state and federal funding streams for early childhood and child care programs.

Council must make recommendations on coordinating or colocating early childhood and child care programs in one state Office of Early Learning.

Council must submit recommendations to the governor and legislature by March 1, 2011 on creating and implementing a statewide school readiness report card to monitor progress toward having all children ready for kindergarten by 2020.

Recommendations for the report card must include what should be measured (children and system indicators), benchmarks to measure state progress, and publication frequency; council costs must be paid from nonstate and nonfederal funds only.
