Replaces the governor's Job Training Council with the Workforce Development Council to oversee coordination of federal and state human resource programs including Workforce Investment Act, Carl D. Perkins Act, Adult Education Act, Wagner-Peyser Act, TANF, and food stamp employment programs

Requires the commissioner to develop standard approaches for assessing workforce program outcomes and monitoring legislative appropriations to recipients on a pass-through basis

Expands unemployment insurance eligibility exceptions for workers who quit employment due to domestic abuse, medical necessity, unsuitable working conditions, or conclusion of temporary job assignments with staffing service employers

Establishes at least ten benefit review specialists to assist applicants in correcting errors, answering questions, and resolving issues before formal appeal

Requires at least one full-time unemployment insurance customer service staff person at each workforce center to assist applicants with benefits applications, job searching, training access, and general questions
