Creates a water monitoring fee of 0.0008 cents per gallon on groundwater use in 11 counties (Anoka, Carver, Chisago, Dakota, Hennepin, Isanti, Ramsey, Scott, Sherburne, Washington, and Wright) to fund groundwater monitoring activities.

Establishes a metropolitan area groundwater monitoring account in the natural resources fund to support installation and maintenance of groundwater monitoring wells, data analysis, and management systems for non-stressed aquifer systems in the 11-county metro area.

Appropriates $615,000 in fiscal year 2011 to the Pollution Control Agency for rulemaking on water quality standards for total nitrogen and nitrate nitrogen.

Transfers $5,000,000 from previous appropriations to the Department of Natural Resources for establishing a groundwater monitoring network and developing an automated data system to track groundwater levels and water use.

Appropriates $500,000 in fiscal year 2011 to the Metropolitan Council for water supply planning activities.
