Requires persons leaving Minnesota waters to drain bait containers, boating equipment, live wells, and bilges by removing drain plugs before transporting watercraft on public roads

Excludes marine sanitary systems from the drainage requirement

Increases civil penalty for failing to drain water from watercraft before leaving designated zebra mussel, spiny water flea, or other invasive plankton infested waters from $50 to $250

Maintains existing civil penalties for other aquatic invasive species violations, ranging from $50 to $1,000 depending on the offense type and whether it is a first or subsequent offense
