Requires the council to ensure public elevator access to pedestrian skyway systems at any Central Corridor light rail transit station that includes skyway access as part of initial construction.

Applies only to transit stations where construction or establishment of skyway system access is included in the initial light rail transit line construction project.

Mandates compliance at the time of initial construction of both the Central Corridor light rail transit line and the appropriate station.

Defines "council" and "pedestrian skyway system" by reference to Minnesota Statutes sections 473.121 and 469.125.

Becomes effective the day following final enactment.
