Amends Minnesota Statutes 2008, section 462.358, subdivision 2a, to regulate subdivision development contracts by municipalities.

Prohibits municipalities from requiring development contract conditions relating to building permit fees, park fees, transportation fees, or off-site improvements unless those conditions have a direct and proportionate relationship to the proposed subdivision, are authorized by law, or are agreed to by all parties.

Requires municipalities to provide applicants with a copy of the development contract at least five working days before subdivision approval, unless otherwise agreed by all parties, including all relevant terms, conditions, and exhibits specific to the project.

Establishes a 30-day timeline for municipalities to release and return financial securities to applicants after conditions are satisfied, with interest owed to the applicant if the deadline is missed.

Requires municipalities to send written notice within seven business days if conditions required for approval have not been satisfied, specifying which conditions remain unmet.
