Requires merit-based selection for all Supreme Court justices, Court of Appeals judges, district court judges, and Workers' Compensation Court of Appeals judges effective July 1, 2011.

Restructures the Commission on Judicial Selection to include seven at-large members appointed by the governor (with no more than four attorneys) and two at-large members appointed by Supreme Court justices (with no more than one attorney), plus two district members in each judicial district appointed by each body.

Limits district commission members' participation to deliberations regarding vacancies in their assigned judicial district only.

Allows commission members to be removed by the appointing authority for cause after notice and hearing, or after missing three consecutive meetings with advance written notice.

Requires the commission to submit 3-5 nominees to the governor within 60 days of a judicial vacancy notice, with names made public; governor may select from nominees or appoint without regard to the list if declining all nominees or if insufficient time remains in the governor's term.
