Authorizes issuance of special veteran license plates to recipients of the Silver Star Medal and Bronze Star Medal in Minnesota, with plates bearing the inscription of the medal name and a facsimile of the medal.

Establishes a $10 fee for each set of veteran plates (or single plate for motorcycles), payable only when plates are issued, in addition to standard registration taxes.

Requires applicants to provide a certified copy of discharge papers indicating honorable discharge; allows the commissioner of veterans affairs to certify applicants from allied nations unable to obtain service records.

Applies to registered owners of passenger automobiles, recreational motor vehicles, and one-ton pickup trucks; motorcycle plates must be the same size as regular motorcycle plates.

Effective date of July 1, 2010 for all amendments to Minnesota Statutes 2008, section 168.123.
