Legislature asserts that regulation of intrastate commerce is vested in states under the Ninth and Tenth Amendments to the U.S. Constitution.

Incandescent light bulbs manufactured commercially or privately in Minnesota and not exported to another state are exempt from federal law and federal regulation of interstate commerce.

Persons may possess, use, manufacture, purchase, install, transport, sell, or internationally export incandescent light bulbs made in Minnesota without restriction, provided they are not exported to other states.

Exemption applies only to bulbs manufactured from basic materials in Minnesota without significant parts imported from other states; importation of generic, insignificant parts or basic materials does not subject the bulb to federal regulation.
